[Sapporo City] Heiwa Real Estate Co., Ltd., Developer of Japan’s Largest Financial Community “FinGATE,” Signs Partnership Agreement with the City of Sapporo to Strengthen the Financial Ecosystem


On Wednesday, October 22, 2025, the City of Sapporo and Heiwa Real Estate Co., Ltd. (pictured left: Kiyoyuki Tsuchimoto, President and CEO) signed a partnership agreement to strengthen the ecosystem and revitalize the local economy by promoting the concentration of fintech, asset management firms, venture capital, and other financial-related companies in Sapporo.

City of Sapporo and Heiwa Real Estate have previously collaborated on events and business attraction seminars to encourage financial companies to expand into Hokkaido and Sapporo, while also creating new business opportunities in the region.

This newly signed agreement marks the first formal partnership between the two parties and is intended to further enhance mutual cooperation toward realizing Sapporo’s vision of becoming a financial hub in Asia and globally.

Moving forward, Heiwa Real Estate will leverage its proven track record and extensive network of financial professionals cultivated in Tokyo, and integrate these with Sapporo’s initiatives as a designated “Financial and Asset Management Special Zone.” Together, they aim to accelerate the creation, development, and attraction of financial companies in Sapporo.

Areas of Collaboration

City of Sapporo and Heiwa Real Estate will work together on the following initiatives:
1.Initiatives to create, nurture, and attract financial-related companies
2.Organizing events to foster connections and information exchange between local businesses and financial
 firms, thereby generating new business opportunities
3.Promoting the development of financial talent at universities and creating opportunities for interaction with
 financial companies
4.Other initiatives deemed necessary to achieve the objectives of this partnership agreement
