G7 Sapporo Climate, Energy, and Environment Ministers’ Meeting

The G7 Climate, Energy, and Environment Ministers’ Meeting is one of the ministerial meetings held in conjunction with the G7 Summit (Leaders’ Meeting). It serves as a crucial platform for laying the groundwork for discussions at the summit. This meeting was held from April 15 to 16, 2023, at the Sapporo Prince Hotel in Sapporo City.

The discussions, guided by the spirit of the Paris Agreement, focused on transitioning from a fossil-fuel-centered economy and industrial structure, established since the Industrial Revolution, to one centered on clean energy. The meeting also addressed the global promotion of Green Transformation (GX) — a comprehensive transformation of the economic and social system to achieve carbon neutrality, a circular economy, and ecological restoration. Declaration of Hokkaido and Sapporo: Pioneering the Future of a Decarbonized Society “Toward Becoming a Base for Decarbonized Energy”

Seizing the opportunity of hosting the G7 Sapporo Climate, Energy, and Environment Ministers’ Meeting, Hokkaido and Sapporo City issued the “Declaration of Hokkaido and Sapporo: Pioneering the Future of a Decarbonized Society.” This declaration outlines their commitment to localizing energy production and consumption, revitalizing the regional economy through decarbonization, and contributing to Japan’s and the world’s Green Transformation (GX).

“Toward Becoming a Base for Decarbonized Energy”

  • Hokkaido and Sapporo City, as domestic frontrunners in regional decarbonization, will unite public and private efforts to maximize energy efficiency and renewable energy deployment. They will actively promote local energy production and consumption and attract production and research hubs from Japan and abroad, improving quality of life and fostering economic growth.
  • Hokkaido and Sapporo City will accelerate the early development of submarine HVDC (high-voltage direct current) transmission infrastructure connecting Hokkaido to major consumption areas in Honshu. They will also contribute to Japan’s renewable energy adoption by supplying abundant renewable energy resources, such as offshore wind power, from Hokkaido.
  • Hokkaido and Sapporo City will advance industries that utilize renewable energy, such as semiconductor manufacturing and data centers. They will also work on introducing new decarbonization technologies, including battery storage, hydrogen and ammonia, CCUS (Carbon Capture, Utilization, and Storage), synthetic methane, and synthetic fuels, as well as fostering the necessary talent.
  • Hokkaido and Sapporo City will promote GX-related initiatives by engaging domestic and international companies, attracting global environmental finance, and leveraging these investments for broader projects.
  • Hokkaido and Sapporo City will share the knowledge and experience gained from these initiatives with the international community, contributing to the global advancement of GX.
